Welcome Messages

Professor Allan Meltzer

Message from Allan Meltzer,
President of the Mont Pelerin Society

Members and Guests of the Mont Pelerin Society's Hong Kong General Meeting,

I am pleased to welcome each of you to this stimulating meeting in a remarkable city.  Hong Kong is properly famous as a bastion of freedom, the rule of law, and individual initiative on the edge of a formerly rigid Communist dictatorship.  The theme of our meeting is Emerging Asia and the Future of Liberty.

In Hong Kong and China we can see the different results that people achieved under these very different regimes.  One is the product of individual initiative and human potential applied in a territory devoid of most resources.  The more than 7 million Hong Kong residents have struggled to achieve a life expectancy of 80 years or more and a per capita income of more than US$30,000.  The other, China, is an enormous country with more than 1.3 billion people who years after abandoning the rigid Communist dogma, still earn a per capita income less than 10 percent of Hong Kong's income and have a shorter life expectancy.

Even after China relaxed its extreme form of state control and direction of economic life to obtain some of the benefits that free markets and free people achieve, it remains a poor country.  The route to greater and more widely shared prosperity will require more individual initiative and less control by a powerful Central Committee.

The Program Committee has prepared a Program that looks to the future prospects for liberal reform in Asia, in China, in personal freedoms and the rule of law.  Speakers will explore the different role of human capital in emerging Asia and the west.  Ample time for discussion of these and other 21st century topics are planned.

I look forward to meeting with you in Hong Kong.

Professor Y C Richard Wong
